Hillman council approves budget amendments including higher audit, engineering and salary line items

The Village of Hillman Council voted on Jan. 20 to adopt a set of budget amendments proposed by President Dave Hornbacher and supported by Trustee Jonathan Smith. The council approved all amendments by voice vote with no recorded dissents.
The approved changes include: an increase in audit fees from $5,500 to $9,400; disability and life insurance premiums from $2,200 to $2,800; equipment rentals from $4,000 to $12,000 (to cover expenses from the March 2025 ice storm); two engineering consultant line-item increases to $21,000 (Category B road grant expenses) and to $85,000 (increased grant work); communications expense from $5,500 to $10,400; and multiple wage adjustments: manager salary from $31,341 to $33,425; park manager wages from $17,576 to $19,065; clerk wages from $8,939 to $9,189; treasurer wages from $3,225 to $3,775; deputy clerk wages from $8,260 to $10,510; and chief executive wages from $9,600 to $13,500.
President Hornbacher moved the package, Trustee Smith supported it, and the council voted "all in favor." The motion carried without recorded abstentions. The increases for equipment rentals and engineering consultant work were cited as necessary to cover storm-related costs and expanded grant activity.
The council did not annotate which specific budget funds will be reduced or increased to accommodate these changes in the meeting minutes; the manager and staff will carry the item forward into budget meetings scheduled for Feb. 3 and Feb. 17, 2026, at 5:00 p.m. for further review.
