Hillman council readies bids and permits as staff pursues grants and loan points

The Village of Hillman Council on Jan. 6 reviewed a slate of infrastructure and funding tasks that village staff said will shape work in the coming months. Village Manager Dave Post told the council that Becky from Huron Distributing will attend the next meeting to provide updates on bids tied to a water-well drilling grant and to a Category B grant.
Post said the village’s sewer lagoon discharge permit is up for review, requiring follow-up on permitting and compliance. He also said staff will pursue a Memorandum of Understanding with the city of Alpena to improve the village’s competitiveness for State Revolving Loan Fund (SRF) points when applying for low-interest infrastructure loans.
Post flagged an upcoming meeting with Denise Cline of NEMCOG to review zoning-ordinance chapters and related planning work tied to a $50,000 planning grant. He said those planning tasks and the pending engineering updates will affect which projects the village advances and when grant funds will be requested or drawn down.
The council took no formal funding votes at the Jan. 6 meeting but approved routine agenda and payment items and scheduled follow-up: Huron Engineering will appear at an upcoming meeting to provide project updates, and staff were directed to continue procurement and grant-collection work. The manager additionally noted the village needs to address the village’s health-insurance cap and will report back to the council.
The council is scheduled to consider more detailed bid and grant documents at a future meeting once Huron Distributing and Huron Engineering have presented updates.
