Committee previews West Dennis beach snack bar project; plans funded from Beach Improvement Fund, not taxes

The Town of Dennis Beach Committee on March 12 reviewed preliminary plans for a replacement snack bar and headquarters facility at West Dennis Beach and heard that construction costs are expected to come from the Beach Improvement Fund rather than general-tax revenue.

Dustin (staff member) presented an overview of the concept and said the new structure would retain about 95% of the current building’s footing, with enlargement only where required to meet Americans with Disabilities Act access standards. "None of the cost of this will come from taxpayers," Dustin said, and the committee was told the project will move into a formal bidding process after the town meeting provides the budget number needed to set hard construction figures.

Committee members discussed operational features the plans could include for the site, which the committee described as the southside hub for the town’s beaches. Committee members asked about options such as a QR code ordering system and a delivery cart to reduce queues; Dustin said those ideas are already in development.

The committee did not take a vote on the design or on spending at the March 12 meeting. Dustin said the town will present the needed budget number at the 2027 town meeting; once that number is approved the project will enter bidding and procurement. Dustin also said staff will circulate the Select Board agenda item so committee members can attend when the project is formally presented.

Next steps: staff will refine the design and pricing information for town meeting, then proceed to the bidding stage if and when the necessary appropriation is approved.
