Board approves Story Cottage memory-care site plan despite UDO exceptions

Christy Cashion, Community and Economic Development staff, presented PUD-25-17 for Story Cottage, a proposed 6,600-square-foot memory-care facility on two parcels at 10982 and 10990 Brooks School Road within the Story Cottage PUD ordinance (012026C). Cashion told the board the project falls under the suburban residential future land use category and displayed site, landscape and elevation renderings.
Cashion noted two areas where the project does not meet Unified Development Ordinance (UDO) standards: first, the UDO prefers off-street parking at the side or rear of buildings but the narrow site prevented placing parking to the side or rear; second, required façade modulation was infeasible along the north side because of a drainage swale along the property line. The exterior materials were described as fiber cement and brick. Staff recommended approval with the condition that all TAC comments be addressed during the ILP process.
A motion to approve the elevations and site plan, based on staff recommendations, was made and seconded and the motion carried. The transcript notes the petitioner (Howard) was not present; staff said the petitioner had not been informed of the meeting attendance and had been contacted by staff. The board instructed that TAC comments be addressed during the ILP process prior to permit issuance.
