Albany council approves officer reclassification, vehicle purchase and audit questionnaire

At its Nov. 10 meeting the Town of Albany council approved reclassifying a police officer to part-time/reserve, authorized purchase of a 2025 Chevrolet Tahoe for $55,027 (to be reimbursed by Act 461 funds), adopted the Louisiana Compliance Questionnaire for the 2024–25 audit year, and approved routine minutes and financials.
The Town of Albany council met Nov. 10, 2025, at Albany Town Hall and approved a set of routine and administrative actions, including a personnel reclassification, a vehicle purchase for the police department and adoption of an audit compliance form.
Mayor Eileen Bates-McCarroll called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance after a prayer by Councilman Jerry Glascock. Town Clerk Joey Cooper recorded that Councilmembers Kim Stewart, Jerry Glascock, Don Onofry and John Thomas were present; G. Stilley was absent. Chief Boyd Wild and Lt. Vance Gardner were also noted as present.
Councilman Jerry Glascock moved to approve the minutes from the October 2025 meeting; Councilman John Thomas seconded. The motion passed unanimously with Councilmembers Kim Stewart, Jerry Glascock, Don Onofry and John Thomas voting yes; Councilmember G. Stilley was recorded absent.
Councilwoman Kim Stewart moved to approve the October 2025 financial statements; Councilman Don Onofry seconded. The council voted unanimously to approve the financials.
On personnel, Councilman Jerry Glascock moved to reclassify Joshua Berst from a full-time police officer to a part-time/reserve officer; Councilwoman Kim Stewart seconded. The council approved the personnel change with a unanimous vote from members present.
The council then authorized purchase of a 2025 Chevrolet Tahoe from Parkway Chevrolet for $55,027 (VIN #26868). Councilman Don Onofry made the motion and Councilman Jerry Glascock seconded. Meeting minutes note that funds for the purchase will be reimbursed by Act 461 appropriation funds.
Councilwoman Kim Stewart moved to adopt the Louisiana Compliance Questionnaire for the 2024–25 audit year; Councilman John Thomas seconded. The council adopted the questionnaire unanimously. No substantive discussion or public comment on these items was recorded in the minutes.
Councilman Jerry Glascock moved to adjourn; Councilman Don Onofry seconded. The meeting was adjourned at 6:14 p.m.
