Albany council adopts 2025 millage rate, approves handbook changes; introduces salary ordinance and budgets

Mayor Eileen Bates-McCarroll called the Town of Albany regular meeting to order at 6:00 p.m. on May 12, 2025. The council approved routine items, heard reports from local officials and took several formal actions affecting town policy and finances.
The council unanimously adopted the 2025 millage rate of 7.040 as Resolution #003-2025 after a motion by Councilwoman Kim Stewart and a second from Councilman Don Onofry. The vote was recorded as Yeas: K. Stewart, J. Glascock, G. Stilley, D. Onofry, J. Thomas; Nays: None.
Council members also approved revisions to the town employee handbook, which the minutes state will take effect July 1, 2025. That motion was made by Councilman Gerald Stilley, seconded by Councilman Don Onofry, and passed unanimously.
Mayor Bates-McCarroll introduced a salary ordinance covering the mayor, council, police chief, town clerk and water superintendent and announced a public hearing on the ordinance and related budget items for June 9, 2025 at 5:30 p.m., with the regular meeting to follow at 6:00 p.m. The council voted unanimously to introduce the ordinance (moved by Councilman Gerald Stilley; seconded by Councilwoman Kim Stewart).
Chris Johnson presented the 2025 amended budget and the proposed 2026 original budget and confirmed the same June 9 public hearing and subsequent vote. Councilman Gerald Stilley moved to introduce both the amended 2025 budget and the proposed 2026 budget; Councilman Jerry Glascock seconded, and the motion passed unanimously.
Other routine business included approval of the April 2025 minutes (moved by Councilman Don Onofry; seconded by Councilman Jerry Glascock) and approval of the April 2025 financials (moved by Councilwoman Kim Stewart; seconded by Councilman John Thomas); both passed unanimously. The council also authorized Mayor Bates-McCarroll to sign the Official Municipal Journal Certificate with the Livingston Parish News (motion by Councilman Gerald Stilley; second by Councilman Don Onofry).
In reports, Sammie Lacara with AHS highlighted recent sports and academic accomplishments and invited officials to the high school graduation on May 20 at 6:00 p.m. “Mr. Sammie informed council of all the great accomplishments that have happened with AHS from sports to academics,” the minutes record, adding an invitation to the graduation. Police Chief Boyd Wild told the council that DOTD is scheduled to begin repaving Highway 43 on June 11, 2025.
The meeting concluded with a unanimous motion to adjourn; the session ended at 6:38 p.m.
The council will consider final votes on the salary ordinance and the budgets at the June 9 public hearing and regular meeting.
