Chicopee City Council approves routine appropriations, donations and committee referrals

At its Feb. 17 meeting, the Chicopee City Council approved a series of routine mayoral orders and committee referrals, including appropriations for indemnification, a water-main repair, and several small donations to city programs.
The council voted to appropriate $9,341.07 and $40,466.56 to Human Resources special accounts for indemnification of police and fire personnel (MO-1 and MO-2). Councilors said the items were self-explanatory and both measures passed unanimously on roll-call votes with Councilor Joel D. McAuliffe noted as absent.
Mayor Vieau also reported a water main break on East Main Street that required outside contracting; the council approved a $50,000 transfer from the Water Surplus Account to fund pipeline repair and replacement (MO-3). Councilors thanked public works staff and noted the work required expertise beyond in-house capabilities.
The council accepted modest donations to support an employee appreciation luncheon and senior meals, including donations from The 99 Restaurant, the Polish National Credit Union and individual donors (MO-4, MO-5, MO-7, MO-8, MO-9). Each donation was accepted in accordance with M.G.L. Chapter 44, Section 53A or 53A½ where applicable.
Other actions included a $20,000 appropriation for Building Expense Special Services, the reappointment of Karen Kamienski to the Library Board of Trustees, and referrals of two proposed ordinances (one to expand the public-notice radius to 500 feet and another to permit city clearing of hazardous sidewalks at non-owner-occupied properties). The council also received two new junk-dealer license applications and referred them to the License Committee.
Council business closed with a vote to recommend the mayor increase the City Council Office staff workweek to 40 hours for the remainder of the fiscal year and a motion to adjourn at 8:17 p.m.
