The committee cited broad statewide cost pressures for trash and recycling driven by landfill closures, limited hauler competition and fuel-price increases. The automated-cart program would replace loose-bag collection with mechanically lifted carts and add public trash receptacles in downtown, the committee said, and FINCOM members noted those carts may reduce litter and wildlife interactions.
Committee members emphasized that the article addresses the enterprise's budget authorization and that household rates will be set later by the Board of Health. Presenters and members noted implementation questions for large condominium complexes and one-way streets and pointed to public outreach sessions and sample-cart demonstrations scheduled in the weeks leading up to town meeting.
Prenagghast said a no vote on the article could leave the town without a coherent solid-waste program and force residents to contract privately, potentially at higher, unknown costs.
The committee recommended the article and publicized upcoming in-person and Zoom information sessions for residents to examine the carts and ask operational questions.
