Union City Council approves canoe‑launch contract, removes Land Bank lien and awards $23,600 in Renaissance grants

Union City Borough Council on Aug. 27 unanimously approved a set of routine and project actions including awarding a contract for a canoe/kayak launch, removing a lien on a property donated to the Erie County Land Bank, and approving seven Renaissance grant applications.
The council voted to accept a $16,679 quote from Construction Services of PA to install a canoe/kayak launch at the American Legion ball field, contingent on the borough receiving an easement from the American Legion. The EADS Group engineer reviewed the quotes; a competing bid from Blum Property Services, LLC was $18,541.50. Councilor Osborn moved the award and Councilor Kerns seconded; the motion carried unanimously.
Councilor Kerns moved and Councilor Steadman seconded a motion to remove and satisfy the borough’s lien against 121 East High Street for approximately $2,690 after the property was donated to the Erie County Land Bank; that motion also carried unanimously.
Borough Manager Cindy Wells said the borough received seven Renaissance Grant applications totaling $60,606 in project costs and requesting $23,600 in grant funds. Wells recommended approving all seven awards as work that would help fight blight; she noted $90,547.35 remained available in the Renaissance Grant fund. Councilor Steadman moved and Councilor Osborn seconded approval of the $23,600 in awards; the motion passed unanimously.
Separately, council passed a resolution accepting the Erie Area Council of Governments (EACOG) audit report after the audit was reviewed and accepted by COG members. Council also handled routine consent items—including approval of the agenda, minutes, the secretary’s report and bills—each carried unanimously.
The council’s decisions move forward several small capital and blight‑remediation projects. The canoe/kayak launch award is conditional on the American Legion granting an easement; the Renaissance awards will be processed from existing borough funds. The meeting adjourned at 6:19 p.m.
