Union City council approves easements, subdivision and other routine business

Union City Borough Council handled several administrative items Aug. 13, approving easements, a subdivision, a property purchase and meeting-schedule changes.
PennDOT will install a catch basin at 104 East High Street; the borough will install an adjoining basin and accepted responsibility for that basin and approximately 60 feet of pipe. The minutes say the property owner, Anthony Hickey, will dig and maintain a ditch between the PennDOT basin and the borough basin; the council approved a retroactive easement authorizing that arrangement (motion by Councilor Osborn; seconded by Councilor Kerns).
The solicitor reported he is drafting an easement with the American Legion to install and maintain a kayak and canoe launch at the ball field along French Creek. The launch will be installed with funds from the PA Fish and Boat Commission and the PA Environmental Council; Councilor Osborn moved and Councilor Joyce seconded approval of the easement and the motion carried unanimously.
Council approved subdivision maps combining a portion of 92 West High Street with 88 and 90 West High (Erie County Planning had approved the survey maps). Separately, the council approved a retroactive purchase of a small parcel from 8 South Street for $500 to add property connecting to the northwest corner of Municipal Lot #3; the solicitor will complete the purchase after survey and agreement.
The borough received the 2025 Minimum Municipal Obligation (MMO) figures and approved them: $48,029 required for the non-uniform pension and $0 required for the police pension. Council also agreed to change its meeting schedule for September–April to the first and third Mondays at 6:30 p.m.; the next meeting will be Aug. 27, 2024, and because of Labor Day the following meeting will be Sept. 16, 2024.
Adjournment was moved by Councilor Joyce and seconded by Councilor Kerns at 7:06 p.m.; a subsequent executive session on personnel and a contract ran 7:06–7:52 p.m. The minutes do not record public comment on these agenda items.
