Council fails to advance full-time hire for police officer after no second

A motion to hire Kenneth Fye as a full-time Union City police officer failed at the July 9 council meeting after the motion received no second.
Police Chief David Pernice recommended Fye, saying he passed civil service testing and background checks and that the chief had ‘‘nothing but good comments about him.’’ The Civil Service Commission provided a certified list that showed only one candidate met testing and background requirements and recommended Fye for hire.
Councilor Steadman moved to hire Fye but the motion ‘‘failed for a second’’ and therefore died; the minutes state the matter will be revisited at a future meeting. Later in the meeting Chief Pernice asked why the hiring motion died, noting he was unsure what to tell the applicant.
The minutes do not record a roll-call or reasons from councilors for withholding a second. The hiring motion is recorded as failed; no appointment was made at this meeting.
