Fremont council approves city engineer appointment, police promotions and new officers

The Fremont City Council unanimously approved several personnel actions during the Feb. 24 meeting.
Jodie Sanders, city administrator, presented Resolution 2026-040 appointing Anna Allen as city engineer effective March 16, 2026, and Resolution 2026-041 to recognize her as a licensed street superintendent. Sanders said Allen is currently the assistant public works director in Northfor, Nebraska, and holds professional certifications relevant to the city position. Council amended a clerical reference on the resolution to replace the outgoing interim listing before voting; both measures carried 7–0.
The council also consented to the mayor’s appointment and promotion of Officer Seth Howard to the rank of sergeant. Deputy Chief Jennifer Burkoff highlighted Officer Howard’s service since 2017, his role as a field-training officer and emergency-response team leader, and his community involvement. The promotion and related personnel consents (two new police officer appointments, Daniel Rucker and Daryl Russell) were approved unanimously as part of the consent agenda.
No contested votes occurred on the personnel items; council members congratulated appointees and the meeting moved on to other business.
