The council approved Resolution 2026-030, authorizing the mayor to sign a cooperation agreement aimed at removing a third-party option on a parcel north of Fremont so the city can pursue purchase for future utilities development.
Jeff Shanahan, utility general manager, said the parcel is attractive because it is adjacent to an existing substation, has a natural gas line and a 12‑inch water line, and could be used for generation, water storage or booster pumps to improve pressure in the western parts of town. Shanahan and staff said the cooperation agreement does not commit the city to a purchase price; rather, it is intended to provide good-faith assurances to the option holder that the city will treat any future developer similarly while the option is released so the utilities can pursue acquisition.
Council members asked staff to clarify that the agreement contains no price or other binding purchase terms; staff confirmed the agreement is limited to cooperation and future consideration at the discretion of future councils and planning processes. Council voted to approve the resolution.
