Wright County—s License Center to expand test access after statute change; staff report 10,000+ exams administered

Wright County—s License Center briefed the board Tuesday on a program that has administered more than 10,000 written-driver exams since opening a third-party proctor exam room in May 2022.
"To date, we've administered more than 10,000 exams," Jesse told the board, describing a program that handled roughly 2,000 exams in its first year, more than 4,000 in 2023 (after the ID-for-All launch), and about 3,000 in 2024. Jesse said the county—s proctor program helped fill testing demand the state could not meet and that the county pressed the Department of Vehicle Services (DVS) to expand language options and testing time.
As a result, DVS now allows proctor-administered exams in up to eight languages and audio formats and has extended the time limit from 30 to 40 minutes for a 40-question written test. Jesse also said a 2024 statute change the county advocated for will take effect Friday and removes language that previously required fourth-or-later testers to use state test stations; the change should increase local accessibility but does not require any tester to use the county—s site.
Commissioners praised the License Center—s advocacy and noted that testing appointments have become widely available, reducing wait times that were several months earlier in the COVID era.
The board received the update; no formal action was required.
