The Denison City Council discussed a proposed development agreement with the Donna Reed Foundation at its April 15 meeting and asked for a seat on the foundation's board before approving city involvement.
Garcia provided the update and told the council the Iowa Economic Development Authority would prepare the grant and the City would serve as the recipient and passthrough for the Donna Reed Foundation. Garcia said the grant is reimbursable and the proposed agreement envisions the City providing $10,000 in funding toward the project.
Council members expressed interest in oversight: Council indicated it would like to hold a voting position on the Donna Reed Foundation board as a condition of approving the agreement.
No final agreement was approved at the meeting. Council asked staff to return with additional details and any necessary agreement language for future consideration. The council approved other construction and financial items on the agenda, and set a public hearing for Budget Amendment #2 on May 6, 2025.
