Sheffield voters approved amendments to the town’s Community Preservation Act (CPA) committee membership and voted to reserve anticipated FY27 CPA revenues.
The membership change (Article 6) updates Section 16-15 to specify one citizen member at large representing parks and recreation and two citizens at large appointed by the select board, with the intent of meeting state CPA composition requirements; the article passed 118–12. "The Community Preservation Act requires us to have somebody specifically representing parks and recreation," Select Board member Lee Butala explained.
Article 7 asked voters to reserve anticipated CPA revenue for FY27 (total anticipated $13,175) across the three state-mandated categories (open space, historic preservation, community housing), set aside $5,150 for administrative expenses, and place a $67,125 budgeted reserve to ensure availability for projects later in the fiscal year. The committee explained that Sheffield will receive its first distribution from the statewide trust fund in November and clarified that unspent administrative funds revert to the CPA balance. Voters approved the reserves 119–10.
The CPA committee will continue drafting a community preservation plan, application materials and guidelines for future project applications.
