Committee retains proposed changes to appointive-body terms for further review

The Rules & Procedures Committee discussed and retained a proposed ordinance (FY2617) that would set three-year terms for multiple appointive bodies, including the planning board, finance committee and several commissions, while exempting the cultural council.

The proposal would change certain bodies that currently have five-year terms to three years. Councilor Spagon and others raised two main concerns: whether state statute allows reducing planning-board terms and whether shifting appointing authority would reduce council or town-clerk oversight, particularly for the finance committee. Councilor Spagon cited Chapter 41, Section 81A in the discussion and read language indicating that a city or town may set planning-board term length by local action.

Councilor Spagon expressed caution about concentrating appointment authority under the town manager and argued longer terms preserve institutional continuity. "I do not really like giving more authority to a town manager where we're supposed to be the ones effectively calling the directions," he said. Members agreed to invite the sponsoring councilor (Councilor McGrath) to a future meeting for further explanation and to return the draft with recommended amendments if needed. The committee voted to retain the proposal at committee level.

Next steps: invite Councilor McGrath to the next committee meeting, verify statutory requirements for the planning board and clarify appointment language (town manager / town council / town clerk mix) before forwarding any recommendation to council.
