Robert Owen argued that adding a weekly reporting mandate would be ‘‘too specific for the charter’’ and that councils should retain flexibility to require reports at the cadence they prefer; Chair Linda noted the charter already mandates monthly financial reports and suggested council could choose biweekly or weekly reporting if the committee recommended it. Jean Harris proposed tightening the police‑chief language to require verifiable qualifications beyond a license and experience, but members cautioned that specifying qualifications in the charter could create interpretive problems and preferred the existing ‘‘experience’’ requirement plus the added license language.
The committee adopted Article 4 as moved, with the police section approved for inclusion in the draft charter materials. Members asked staff to ensure changed wording is clear and to post precise suggested language on the discussion board for final review.
