Lago Vista council approves $3.62 million irrigation and effluent-dispersal contract for city golf course

Lago Vista City Council on Jan. 14 approved a contract award for replacement of the city golf course irrigation and effluent-dispersal system to Diamond Golf International for $3,615,632.23, city staff said. Victor, a project manager in public works, told council the bid was one of the lowest received while meeting quality expectations and that reference checks returned positive feedback.
"I contacted three of the references, and they had positive feedback from pretty much everybody," Victor said in presenting the recommendation. Council members noted the award is lower than earlier budget estimates — staff had earlier cited an original budget of about $5 million — and praised staff for the procurement work.
Paul Roberts, who addressed the council during public comment, said the result represented good stewardship and a step toward making the golf course more self-sustaining. "This is the first step toward getting a better irrigation set up for the effluent dispersal, which is going to have a huge benefit for the golf course," Roberts said.
Council members pressed staff on contract oversight and change orders. City Manager Charles West (city manager) and councilors agreed that significant change orders should return to council for approval. Victor said routine due diligence will precede a notice to proceed and that the contractor will likely begin mobilization roughly two months after contract execution; the contract includes a 150‑day completion target from notice to proceed.
Mayor Pro Tem Owen moved to approve the award as recommended and to require a subcommittee review of the contract before the city manager executes it; the motion was seconded and carried unanimously.
Next steps: staff will finalize contract language, the designated subcommittee will review the contract for warranty and scope items requested by council, and the city manager will execute the contract after that review. Council also discussed possible reallocation of savings to other projects and confirmed that substantial change orders will be returned to council for consideration.
