The changes, which are under consideration, clarify existing state law on dual employment and add a disclosure and approval step when an LCTCS employee is appointed to or seeks to serve on another public post-secondary board, to manage conflicts of interest.
Price told attendees the policy revision responds to a recent circumstance in which a full-time system employee was tapped by the governor to serve on another higher-education board, creating issues the system now seeks to manage through policy clarity. Staff said the revision is intended to be fair to employees while protecting institutional interests, and thanked staff who helped draft the proposal.
The board received the item for review and advisement; no formal action was requested or taken during the meeting. A standard standing agenda item on pending litigation and settlement authority was reported with no issues to discuss.
