LCTCS authorizes modification of Northshore Technical Community College ground lease to allow campus expansion

The LCTCS Board of Supervisors on Feb. 5 authorized staff to modify the ground lease and leasehold mortgage for the Northshore Technical Community College Livingston campus to permit an addition to the existing building and construction of an additional building.
Toby Tomo, presenting facilities items, said the site is about 13 acres and was occupied in 2019. He said the college received a capital outlay appropriation that can be used toward the expansion. "The estimated cost we have a $10 million appropriation right now," Tomo said during his presentation. Board discussion framed the work as an effort to respond to population growth in Livingston Parish and to increase regional capacity.
Staff recommended that the board authorize the system president and the college chancellor to negotiate and execute all documents necessary to modify the ground lease and leasehold mortgage; the motion was moved, seconded and carried with no objections recorded in the transcript. The facilities corporation board must also approve the agreements and they must be filed with the local clerk as required.
