Franklin County supervisors adopt FY2027 appropriations and set public notice posting location; wages approved

The Franklin County Board of Supervisors on June 30 unanimously adopted two formal resolutions and approved county wages for fiscal year 2027.

The board approved Resolution No. 2026-49, designating the west exterior glass door of the Franklin County Courthouse as the conspicuous location for posting meeting notices from July 7, 2026, through Jan. 4, 2027, to comply with amendments to Iowa’s Open Meetings statute requiring visible notice at least 24 hours prior to a meeting. The resolution directs the Auditor to post agendas facing outward and calls for an annual reaffirmation at the January organizational meeting. The resolution passed on a roll call vote: Ayes — Lukensmeyer, McVicker, Vanness; Nays — none.

The board also adopted Resolution No. 2026-50, authorizing appropriations for FY2026/2027 consistent with the Notice of Public Hearing proposed budget. The resolution directs the Auditor to establish separate accounts showing appropriations, charges and unencumbered balances, requires monthly reporting to departments, and directs corrective action if available resources fall below appropriations. That resolution passed on a roll call vote: Ayes — Lukensmeyer, McVicker, Vanness; Nays — none.

Separately, the board approved FY2027 wages and salaries as presented (motion by McVicker, seconded by Lukensmeyer; all ayes). The minutes record motions and roll call outcomes for each item; no dissenting votes were recorded.

What happens next: The Auditor will implement the approved accounts and posting procedures specified in the resolutions; the posting location will remain in effect through Jan. 4, 2027, unless redesigned at the January organizational meeting.
