Committee debates board qualifications, Board of Adjustment appointments and a possible ethics body

Supporters framed the idea as a way to preserve institutional knowledge; opponents (including the Chair, S1) said Board of Adjustment duties are quasi‑judicial and require a temperament not guaranteed by prior council service. The committee did not reach consensus and declined to adopt automatic appointment language.

Members also debated creating a board of ethics or similar independent body to handle complaints and recommend sanctions short of removal. Some members (S5, S2) favored a charter‑mandated board to avoid relying on council to police itself; others cautioned that removal authority cannot be delegated and that creating a charter body would lock in an approach for at least two years. The group discussed appointment methods (liaison selections versus council place appointments) and asked staff to gather comparative models (NCL, Rockport) for the next draft.
