At the March 1 PMD meeting staff provided several infrastructure updates.
Anderson Street: Staff said the Anderson Street project was awarded to Eastern Rock Concrete; the low bid came in about 20.8% below the engineer's estimate. Staff said preconstruction steps are underway and contractors could begin work as soon as March, weather permitting; the work will be phased so subsequent construction continues the following year.
Grand Avenue trail: The city received a Transportation Alternatives Program (TAP) grant to construct a 10‑foot concrete multi‑use trail on the west side of Grand Avenue, tying into an existing multi‑use trail near the middle school. Staff noted the grant covers a large federal share, citing project notes that list either an 80/20 or an 85/15 split for federal versus local shares; the project was placed on the March DOT letting with a late start date of July 20 and 20 working days to complete.
Airport runway: Airport committee members said contractor coordination and permitting are complete and that a runway overlay could occur as early as June pending asphalt plant scheduling and preconstruction work.
Why it matters: The Anderson Street contract advances a locally funded street project; the TAP grant will bring federal funds to expand pedestrian/bike infrastructure and connect neighborhoods to schools and parks; the runway overlay preserves airport infrastructure and supports local air service.
Next steps: Staff will complete preconstruction tasks and coordinate DOT letting for the trail; the Anderson Street contractor will mobilize when preconstruction is complete; staff will monitor scheduling and weather for the runway overlay.
