Hinsdale Select Board holds hearing on $5 vehicle-registration fee to fund transportation capital reserve

Chairman Steve Diorio opened a public hearing at 6:15 p.m. on Feb. 17 for a warrant article that would create a Municipal and Transportation Improvement Capital Reserve Fund and authorize collecting an additional $5 per vehicle at registration to deposit into that fund.
Town Administrator Kathryn Lynch told the board the proposal, drafted to follow RSA 261:153.VI and RSA chapter 35, would allow the town to finance engineering, right-of-way acquisition and construction of local or regional transportation improvements — including roads, bridges, bicycle and pedestrian facilities, parking, intermodal facilities and electric vehicle charging stations. Lynch said the article is written to be contingent on New Hampshire legislation or judicial action discontinuing motor vehicle inspections, and that the fee would exclude certain vehicle classes specified in state law (all-terrain vehicles, antique motor vehicles, farm tractors and motorcycles).
"This will be a yes-or-no ballot vote at Town Meeting," Lynch said, adding the measure was suggested by a resident as a way to keep transportation funds available to the town. She told the board the town clerk, or a designated official, would collect the fee at registration and remit proceeds to the town treasurer after allowable administrative deductions if voters approve the article.
No members of the public provided comment during the hearing. The public hearing was closed at 6:20 p.m. The article, as presented to the board, will appear on the Town Meeting ballot for Hinsdale voters to approve or reject; implementation would depend on the state-level condition described in the warrant language.
