Hinsdale Select Board approves warrants, donation and permits; schedules budget hearing

Chairman Steve Diorio and the Hinsdale Select Board approved routine town business at their Feb. 9 meeting, including warrants and minutes and several administrative requests.
Selectman Mike Carrier moved to approve the manifests for Feb. 9, 2026 and the public minutes of Feb. 2, 2026; the motion, seconded by Selectman Bernie Rideout, passed with votes recorded as Diorio—aye; Carrier—aye; Rideout—aye. The Board accepted a $750 donation from W.S. Badger Co. for the town Food Shelf after Carrier moved to accept the gift and Rideout seconded.
The board approved an open-container/alcohol permit for a baby shower at the Community Center on April 25, 2026, following a motion by Carrier and second by Rideout. Two permanent property tax credit/exemption applications (IDs #02092026A for Disabled and #02092026B for Elderly) were approved on a motion by Carrier, seconded by William Hodgman; votes were recorded as Diorio—aye; Carrier—aye; Rideout—aye; Hodgman—aye. The Board also voted unanimously to sign a letter of support for a Town Hall energy-efficiency grant after a motion from Selectman Bernie Rideout.
Town Administrator Kathryn Lynch distributed updated budget packets and reported that roughly $101,000 had been cut from the proposed budget; with certain restorations and removals the operating budget is up about 2%, warrants are up 2.13%, and water and sewer are up 2.27% compared with the current year. Lynch said warrant articles were submitted to the New Hampshire Department of Revenue Administration for approval and that the Budget Hearing is scheduled for Feb. 10 (with a weather-related backup date of Feb. 12). The Board agreed to meet on Feb. 17 instead of Feb. 23 due to member availability.
Lynch also described transportation and infrastructure items: she met with Smokey Smith and Vaughn Taylor of Eversource about a possible conversion of the Route 119/63 (north) intersection into a T intersection; she said the concept would likely be a state project and would require moving only a fire hydrant, not electrical lines. Lynch reported problems with two wells at the Transfer Station — one with an obstruction and one with sludge — and said KV Partners recommended attempting pressurized-hose remediation before drilling; if drilling is necessary, the estimate provided was $27,000 for two wells.
