Staff briefs committee on pool operations contract and costs ahead of Dec. 31 expiration

Staff informed the National City Parks & Recreation Senior Advisory Committee that the city's contract with an external operator for pool operations will expire Dec. 31 and reviewed cost and operational responsibilities.

"The contract will expire December of this year, December 31," the staff member said. Staff cited a contract value of "$415,000" and described a monthly management fee of "$55,200," explaining that the operator handles program delivery while maintenance and some capital responsibilities remain with the city: "Their responsibility is an operating agreement to run programs, to run some classes. They're not responsible for the maintenance of the pool."

Members pressed for clarity on whether the committee could pursue contractors or funding for pool programs; staff responded that the committee provides recommendations to City Council and does not have authority to contract for services: "This committee is not a fund committee... we don't have recommendation only. You're a commissioner for the board, and you're giving recommendations on how the city officials make the vote at city council to spend the money," the staff member said.

Staff also noted operational considerations such as seasonal closures to save heating costs and that some pools are a budget drain; the gas cost to heat the pool was discussed as a notable operating expense (one figure mentioned was $35,000). The current operating contract and its financial terms were presented as context for any future council consideration.

Next steps: Committee members were asked to consider these operational figures when preparing recommendations for City Council; staff will present recommended talking points to council if the committee reaches a consensus.
