Traffic committee tables red-curb request at East 12th to allow handicap-parking review

Acting Chair Cynthia Quinones moved and the National City Traffic Safety Committee voted to defer action on a resident request to install red curb outside 2130 East 12th Street so staff can coordinate with an outstanding handicap‑parking application.

Staff (speaker 4) told the committee the original request sought 38 feet of red curb, which would have removed two on‑street spaces. After a site evaluation and member direction, staff recommended a modified installation of 19 feet affecting a single parking space. Staff noted the intersection is on a Class 3 bike route and that a four‑year collision history showed one reported hit‑and‑run with no injuries. "Staff recommends the installation of 19 feet of red curb, no parking on the south side of East 12th Street…to improve visibility," the staff member said.

During public comment a resident asked that the committee first consider formal handicap‑parking requests, saying multiple accessible spots were needed for household members with disabilities. Committee members raised regulatory and safety concerns, including the steep grade and standards that may prohibit disabled parking at that specific frontage. Given those constraints and the outstanding handicap forms, the acting chair moved to table the item to allow staff to verify completed submissions and explore alternatives.

The motion to defer was seconded and carried. The committee instructed staff to follow up with the resident at 2130 East 12th Street and return with a recommendation at the next meeting that accounts for both visibility/safety needs and any approved accessible‑parking accommodations.

The red‑curb request will return to a future agenda after staff completes coordination and confirms whether disabled‑parking spaces can be legally and safely accommodated at or near the property.
