Middletown council advances well‑head protection plan, budget calendar and grant search for water plant replacement

Middletown — On May 6, 2014 the Middletown Town Council took steps on water infrastructure and municipal budget planning, directing staff to begin technical and grant work.
Council President Betty Riley moved to authorize Butler‑Fairman‑Seufert to prepare a Phase II Well Head Protection Plan for submission to the Indiana Department of Environmental Management (IDEM) for up to $2,000; Norm Purdue seconded and the motion passed unanimously. The council recorded that the plan will be prepared for IDEM submission and assigned the Water Department to manage contract follow‑up.
Clerk‑Treasurer Drew Cooper presented a Budget Calendar for development of the 2015 town budget and introduced a proposed 2015 salary ordinance that would raise town employees’ pay by $0.25 per hour. By consensus the council also authorized the Clerk‑Treasurer to work with the Henry County Economic Development Corporation to look for a certified grant writer to apply for an OCRA planning grant, with the ultimate goal of obtaining a community development grant to replace Middletown’s clean water treatment plant.
The council continued discussion about the possible annexation of properties on North 5th Street and directed the Clerk‑Treasurer to contact a surveyor to verify legal descriptions and parcel boundaries before any annexation measure proceeds. The meeting adjourned after scheduling the next meeting for June 10.
