Middletown council to pursue annexation process after medical clinic owners do not respond

Middletown — The Middletown Town Council on June 10, 2014 directed the town attorney to prepare annexation materials after the owners of a medical clinic on North 5th Street failed to respond to the town’s inquiries.
Town Attorney Joel Harvey told the council the clinic’s owners had not responded to his inquiries about a proposed three‑year tax abatement in exchange for a commitment not to contest annexation. Clerk‑Treasurer Drew Cooper reported that Ashton Surveyors verified the legal description for the clinic property as written on the deed.
Council President Betty Riley instructed the Town Attorney to review the fiscal plan, adoption ordinance and annexation schedule and to prepare to begin the annexation process at the council’s June 17 meeting. The minutes do not record comments from the clinic owners, nor do they record a formal vote on annexation at the June 10 meeting.
The item remains procedural at this point: the council’s action was a directive to staff and counsel to prepare required documents for future consideration rather than a final annexation decision.
