Middletown council approves marquee structure, pay increase, interim marshal and SRF payment

Middletown — The Middletown Town Council approved a series of routine measures at its June 10, 2014 meeting, voting unanimously on motions ranging from capital work to personnel changes.
Council Member Norm Purdue moved to authorize the Utilities Superintendent to build a brick and mortar structure in front of the Municipal Building to house the town marquee signs at a cost of $4,000; Shelly Kimmerling seconded and the motion passed unanimously. Clerk‑Treasurer Drew Cooper recorded the vote.
On personnel matters, Bill Harrison moved to amend the proposed 2015 Salary Ordinance to increase the Clerk‑Treasurer’s compensation by $1,200 per year. Norm Purdue seconded; the council approved the change unanimously.
The council approved the transfer of Gizmo, the retired police dog, to Officer Mike Vacarro after a motion from Town Council President Betty Riley and a second from Bill Harrison. In a related personnel action, Norm Purdue moved to appoint Officer Guy Cobb as Interim Town Marshal following Tony Robbins’ announced retirement effective Sept. 1, 2014. The motion notes that Officer Cobb will begin receiving the Town Marshal pay rate on the first payroll in August while Robbins takes four weeks of vacation that month. Betty Riley seconded; the appointment passed unanimously.
On regulatory and capital items, the council approved the first reading of ORDINANCE NO. 3‑2014, which would require abutting property owners to maintain sidewalks. The first reading was moved by Betty Riley and seconded by Bill Harrison and passed unanimously. The council also authorized the second payment from the SRF 5th Street Project loan to 3‑D Company, Inc. in the amount of $125,685.92, with 10% placed into a retainage account; Betty Riley moved, Gary Kendall seconded, and the motion passed unanimously.
Clerk‑Treasurer Drew Cooper noted attendance and Town Attorney Joel Harvey was present. With no further business the council adjourned.
