Hobart council adopts CDBG resolution, suspends a residential garbage fee and updates unsafe‑building rules

The Hobart council on March 18 voted to adopt a set of resolutions and ordinances including action on CDBG funding, temporary fee suspension and changes to unsafe‑building procedures.

Chair read an explanation of the federal Community Development Block Grant (CDBG) program and the city’s $112,590 allocation. After a brief public comment period with no speakers on the CDBG item, the council adopted the affirmative‑action plan and Section 3 understanding in a single motion, then adopted Resolution 2026‑07 authorizing the mayor to submit a FY2026 CDBG project proposal.

Council also introduced and adopted Resolution 2026‑08 authorizing the temporary suspension of a single‑family 1% property tax for residential unit garbage collection (the council described this as a nominal fee of roughly $230 annually). Councilmembers said reserves and fiscal stewardship make the temporary suspension possible; staff and council discussed the timing and the mechanics of zeroing out the charge on future bills.

On code enforcement, the council adopted Ordinance 2026‑04 to amend the municipal code governing inspection, repair or removal of unsafe buildings and to create a separate hearing authority that will focus on unsafe‑building matters rather than the Board of Works. The ordinance passed on roll call with unanimous support (council recorded Aye votes across seven members). The council also advanced and adopted Ordinance 2026‑05 (budget appropriations) through its readings and votes.
