Council adopts fee schedule changes including cemetery pricing and CPI adjustment to school impact fee

The Enumclaw City Council approved Resolution 1879, which updates several municipal fees affecting parks programs, cemetery pricing and the school impact fee formula.

Alina Hibbs, the city’s Parks and Recreation director, presented two park-related proposals. She said the Aquatic Center would add a two-day-a-week swim-team option intended to be more affordable than the existing three-day program. "Our 3 day a week program is $276 for 3 days a week. We're recommending a 2 day a week option," Hibbs said. She also described proposed price adjustments across cemetery inventory (infant lots, cremation garden lots and mausoleum alcove niches) to reflect higher operations and maintenance costs and decreased available plots.

City staff explained an automatic 3.1% adjustment to the school impact fee based on the Seattle–Tacoma–Bellevue consumer price index for urban consumers and said the change was implemented April 1 to match permit paperwork. Staff noted they will evaluate the school district’s capital facilities plan when completed and may return with further recommendations.

Council moved to adopt Resolution 1879 and approved the measure by voice vote. Staff said the cemetery fee changes were brought to full council without committee action because the cemetery board lacked a quorum; council discussed whether to refer the item back to committee but voted to proceed.

The resolution updates multiple line items in the fee schedule and directs staff to reflect the CPI-based adjustment in permit and billing procedures.
