Council holds first reading on expanded commercial uses, including gyms and animal care

The council opened the public hearing for Ordinance 28-38 and received a staff presentation from Senior Planner Winston Larson. The ordinance would amend Enumclaw municipal code to allow a broader set of permitted uses in commercial and light-industrial districts — including arts and vocational schools, gyms, fitness centers and health studios — and would add definitions and operating standards for animal shelters, daycare and boarding.
Larson said the changes aim to bring consistency across zoning districts and to address compatibility concerns near residential areas by adding requirements for inside pens and kennels, setbacks from residential property and waste-disposal standards. "The proposed regulation also include new standards for animal shelters, daycare and boarding facilities in order to address concerns regarding the compatibility of these uses near residential areas," Larson said.
He told council the planning commission reviewed the proposed amendments and on April 23, 2026 recommended approval. After staff presented, council opened the floor for public input but received none; the hearing was closed at 7:17 p.m. The item was presented as a first reading; council did not adopt the ordinance at the meeting.
