Richland Parish School Board adopts 2025–26 budget, sets 2026 millage and approves one-time staff stipends

The Richland Parish School Board on Sept. 9 approved its 2025–26 consolidated general fund budget, adopted millage rates for the 2026 tax roll and authorized one-time staff stipends to be paid before Dec. 15, 2025. The meeting was held at the board offices in Rayville and convened at 6:00 p.m.
Linda Jones, a member of the Richland Parish School Board, moved to approve the Aug. 12, 2025 regular meeting minutes for publication in the Official Journal; Dr. Georgia Ineichen seconded the motion, which carried unanimously with James Hough, Marie Lewis and Scott McKay recorded as absent. The board then moved through recognitions of Benjamin Wilcher as Student of the Month and Tim Zuber as Employee of the Month.
Emily Ogden, a board member, moved and Linda Jones seconded approval of several revised policy files including JGCF (Behavioral Health Support for Students), JGCE (Child Abuse), JDE (Expulsion), JCDAF (Bullying and Hazing), JBD (Student Absences and Excuses), IFBGA (Computer and Internet Use) and IFA (Instructional Materials). The policy updates were adopted by unanimous vote of members present.
Reed Trisler, a board member, moved to approve the General Fund Consolidated Budget for fiscal year 2025–26; Linda Jones seconded. The board approved the consolidated budget by unanimous vote of members present.
The board adopted a resolution setting millage rates for the 2026 tax roll. Emily Ogden introduced the resolution; a roll-call vote recorded six yeas, no nays and three absences, and the motion carried.
On compensation, Reed Trisler moved and Dr. Georgia Ineichen seconded approval of a one-time stipend program: $2,000 for all full-time certified staff and $1,000 for all full-time classified staff, to be paid prior to Dec. 15, 2025. The stipend motion passed unanimously among members present.
Board members received informational items including School Food Service meal prices for 2025–26, a personnel chart, school lunch and general fund monthly financial statements, and a sales tax revenue statement. Staff also provided information on upcoming district events.
The meeting adjourned after a unanimous vote to close the session. Minutes of the meeting bear the signatures of Sheldon R. Jones, secretary, and Chris Pruitt, president, of the Richland Parish School Board.
