County codes director asks board to declare Lions Falls property unsafe and set public hearing

John Rose, director of codes, told legislators the remaining structure at 4119 Center Street in Lions Falls is a remnant of a 2018 fire and said the demolition permit on record appeared to call for a full demolition that was never closed. "In my opinion, it shouldn't stay," Rose said, recommending the committee move the matter to the full board to set a public hearing and pursue demolition if necessary.
Rose presented photographs showing collapsed sections, standing water and debris that create safety and public-health concerns. He said the property had been cited in the code-enforcement notice and that staff had communicated with the family; Rose recommended demolition unless a better proposal is presented at a public hearing.
The committee considered draft resolution number four, which finds the structures unsafe and constituting a public nuisance, authorizes service of notice on the property owner, sets a public hearing for August 4, 2026 at 5:00 p.m., and provides for county action and cost recovery if compliance is not achieved. Legislators expressed sympathy for homeowner responsibility and asked whether demolition costs would ultimately be assessed to the owner; staff confirmed remediation costs would be charged back and assessed to taxes if unpaid. The committee voted to forward the resolution to the full board with a voice vote.
