Commission authorizes Surf Internet Metro Act permit to expand fiber access

The Boyne City Commission authorized Surf Internet to proceed with a Metro Act permit to install telecommunications conduit and fiber in public rights of way, a necessary early step for the company to design and build fiber-to-the-home service.
Tina Clipfall, representing Surf Internet, told the commission the company plans a spring-to-summer build and would follow Metro Act approval with pre-design meetings, engineering reviews and a preconstruction meeting involving city staff and contractors. "Once weather breaks and we can dig, we hope to begin construction; typically the design and review steps can be completed within a couple of months," she said.
Commissioners welcomed additional competition and improved broadband options. One commissioner asked that final design plans be reviewed and approved by the city manager, DPW director and planning department prior to issuance of permits; the motion incorporating that requirement passed on roll call.
The resolution authorizes the city manager or clerk/treasurer to execute necessary documents and requires city staff sign-off on final design plans before any construction permits are issued. Surf said it serves customers in Indiana, Michigan and Illinois and plans to open a satellite office in northern Michigan to support regional operations.
Next steps for Surf include detailed design, coordination with utility and engineering staff, and permitting; work will not proceed until the city approves final construction plans and permits.
