Virgin council adopts budget, fee changes and multiple ordinances; overlays deferred to Sept. 15
Summary
At its June 16 meeting, the Virgin Town Council adopted an amended fiscal-year 2025–26 budget (R2026‑T), approved fee schedule updates (R2026‑U) with a wording change, adopted a joint-utility ordinance, approved a fireworks ban ordinance, and scheduled a Good Neighbor overlay vote for Sept. 15; a closed session was set for personnel and property discussions.
The Virgin Town Council took several formal actions June 16, approving the final fiscal-year 2025–26 budget, adopting fee-schedule changes, and passing multiple ordinances.
Budget: After a public hearing, the council adopted Resolution R2026‑T amending the 2025–2026 fiscal year budget. Town staff reported revenues were about $245,000 above budget for the year ending June 30 and operating expenses (excluding capital outlay) were about $289,000 under budget. The resolution passed on a roll-call vote with all members recorded as voting yes (April, Paul, Jean, Valerie, Jim).
Fees: Council approved Resolution R2026‑U to revise cemetery fees and establish community-development and public‑works permit fees. The council inserted one wording change in the motion—replacing references to the “community development department” with the “town manager (or designate)”—and then adopted the resolution by roll call.
Ordinances: The council approved Ordinance 2026 F‑6 (joint utility / development-review amendments) with the same wording change to the administrative reference; and it adopted Ordinance 2026‑07 banning fireworks discharge within town boundaries (the council removed the word “permanently” from the title during the motion). Both passed without recorded opposition.
Planning item deferred: The council debated a proposed Good Neighbor overlay zone that originated at the planning commission and which the commission had tabled. Because a pending state statute becomes effective Sept. 15 and would allow the council to dispose of planning‑commission items, the council voted to defer its action and place the overlay on the Sept. 15 agenda.
Closed session: The council voted to close the public meeting and enter a closed session under state code for personnel and the purchase of real property; the closed session was scheduled to occur in the conference room immediately following the public meeting.
