Cheyenne Mountain School District No. 12 adopts FY 2026–27 budget, approves election notice and fees

The Cheyenne Mountain School District No. 12 board on June 29 adopted the district’s fiscal year 2026–27 budget and took several administrative votes, including formal notice of intent to participate in the November 3, 2026 El Paso County coordinated election and approval of student activity and athletic fees for 2026–27.
Natalie Mour, who presented the adopted budget packet, told the board the district’s per pupil revenue (PPR) increased by $5.29 since the last presentation and the special education (ECEA) grant rose by about $100,000 while Title grants decreased by about $77,000. She said staff added 4.5 FTE paraprofessional positions in the general fund and projected a general fund deficit of roughly $822,000, up modestly from a previously reported $794,000. “I’m still very pleased that the deficit continues to go down as planned,” she said.
The board also discussed capital project allocations: staff proposed resurfacing the high school track following turf replacement and authorizing electrical conduit work at Pinion Valley Elementary to support a digital marquee funded by the school PTO. Staff said the capital projects fund will retain a contingency of just over $7 million; the risk management fund will keep a contingency of about $3 million, including the updated insurance contribution figures.
After discussion, the board adopted a resolution appropriating funds for the 2026–27 budget. During the meeting the appropriation was read aloud as “113 million 92,554”; staff will provide the official adopted appropriation figure in the posted budget document. The board also adopted a resolution authorizing use of a portion of beginning fund balances as authorized by Colorado statutes.
On election planning, staff explained the July 24 notice deadline to El Paso County to appear on the November ballot; ballot question language will be finalized in August with submittal to the county by the September deadline. The board approved the official notice of intent to participate in the coordinated election.
On student fees, the board approved the annual schedule for activities and athletics for 2026–27. Notable adjustments included a band instrument rental increase and a correction to the field hockey fee, confirmed as $250. The board confirmed that coaching compensation is managed through the district rather than fee revenue and discussed parity across boys’ and girls’ sports where applicable.
