Council hears update on E. Washington Avenue plan; MMCDC to shoulder portion of costs

The City Council received an update on the E. Washington Avenue street and utility improvement project, including an estimated total project cost and a proposed allocation of responsibility between the city and the Mahnomen Manufactured Community Development Company (MMCDC).
Engineers presented a project cost summary showing a total estimated project cost of $609,044.53 with line items allocating street, sanitary, water and storm components. The proposed funding approach would assess costs for utility expansion and road renovation east of 4th Street to MMCDC — described as the primary beneficiary — while the city would fund the portion west of 4th Street to Highway 59. Staff stated the plan would avoid special assessments to individual residents.
Council discussed alternative funding options after the city did not receive SCDP grant funding intended to help MMCDC’s townhome project. Staff and Apex Engineering said they would continue exploring TIF and other funding approaches and consider a phased or stripped-down initial construction option estimated around $225,000 to get essential infrastructure in place.
No formal vote changing funding policy was recorded at the March 16 meeting; the item was presented as an update and to guide further staff work.
