City Administrator Taylor Guenther told the council the city submitted the DNR grant application March 31 and asked for Navigator support — up to $5,000 through LMC — to help with grant-writing and matching strategy. Guenther also presented packet materials that name her as the fiscal agent for the LMC application per the model resolution approved by LMC.
At the March 16 meeting, Tyler Madsen of Apex Engineering presented Task Order No. 7 for grant writing and engineering work related to the splash pad; the council approved that task order and a separate resolution authorizing submission and signatories for the DNR Outdoor Recreation grant. Guenther confirmed the council’s intent that the project be funded primarily by state grants; she also reported the city’s youth population is substantially higher than the state average, a point she cited in arguing for investment in youth recreation.
The council’s approvals include procedural steps to pursue grants and retain engineering support; no construction or final funding commitments were made at the April 6 meeting. Next steps noted in the packet include follow-up with LMC if the Navigator request is awarded and further grant-matching work contingent on state and other external grant decisions.
