Council authorizes engineering task order and grant submission for proposed splash pad

Council authorized Apex Engineering (Task Order No. 7) to prepare and submit a Minnesota DNR Outdoor Recreation Grant application for a proposed splash pad and approved a related resolution naming authorized signatories.
Apex Vice President Jon Pratt and engineer Tyler Madsen outlined the scope: preliminarily design a concept plan for the splash pad, assist in application materials (project narrative, budget, schedule), and submit the application by the end of March. The task order specifies an hourly not-to-exceed cost for basic services and an estimated basic-services fee cap of $7,500 for the task order.
Administrator Taylor Guenther told the council the city hopes the project will be mostly funded by state grants and emphasized local youth recreation needs, noting that Mahnomen’s youth population is nearly twice the state average. Council moved and approved Task Order No. 7 (moved by Deb McArthur; seconded by Kelly Phillips) and passed a separate resolution authorizing the city to act as legal sponsor and authorizing the city administrator to sign grant documents.
If the application is successful, the city will be required to provide match documentation and meet DNR grant conditions; the council directed staff to proceed with application and necessary administrative steps.
