The Mahnomen City Council on Jan. 20 adopted Ordinance 2026-1, a new parking regulation that prohibits the parking of temporary housing on public streets and public property from Nov. 1 through May 1.
The ordinance defines "temporary housing" to include tents, trailers and other transportable structures used for human shelter that are not attached to the ground, another structure, or utilities. The council also amended the section that authorizes towing for violations so that vehicles left in violation of the new prohibition may be towed and the expense charged to the owner.
Council members said the measure is intended to keep snowplow routes clear and prevent snow buildup and drifts that complicate winter maintenance. The ordinance passed on a 5-0 vote; the motion to approve was made by Council member LuAnn Durant and seconded by Council member Duane Schouveiller.
City staff will implement the ordinance once it is published as required by law; the text sets the effective date as "upon passage and publication." Enforcement language permits towing of vehicles left in violation and charges to the owner, as revised in the ordinance text.
Ordinance 2026-1 is a local code change affecting parking regulation at Chapter 71, Section 71.03. The change was presented to the council as part of the regularly posted agenda and reflects the council's stated purpose of ensuring effective snow removal and public-right-of-way safety.
