Cumberland County Commission approves bundle of resolutions, budget amendments and appointments

At its April 20 meeting the Cumberland County Commission unanimously approved appointments to boards, added county roads, adopted a temporary lease for the Election Commission, and passed multiple budget amendments including a $639,756.41 school safety allocation and a $424,809 opioid settlement allocation.
The Cumberland County Board of Commissioners approved a package of appointments, road additions, a temporary lease for the Election Commission, and a series of budget amendments at the April 20 monthly meeting in Crossville.
Appointments and boards: The commission adopted RES 04-2026-1 to reappoint John Stubbs and Dr. Kimberly Peaslee and appoint Jason Pilant to the county’s E-911 Emergency Communications District Board of Directors. By unanimous voice vote the commission also adopted RES 04-2026-2 appointing members to the Board of Equalization for terms through April 30, 2028.
Roads and naming: The commission approved several additions to the county road list (RES 04-2026-4, RES 04-2026-5, RES 04-2026-6), adding Maple Ridge Drive and Lane, Nicholson Drive, Bluff View Circle/Loop/Point/Way, Catoosa Ridge Drive and Ridge Trail. It also adopted RES 04-2026-3 petitioning the Tennessee Department of Transportation to rename the Renfro Hollow portion of Highway 70 East in memory of Kenneth "Ken" Nelson.
Election Commission lease: By unanimous roll call vote the commission adopted RES 04-2026-7 authorizing Mayor Allen Foster to lease 2876 N. Main Street, Crossville, from Fredrick Scott Lansford for the temporary relocation and operation of the Cumberland County Election Commission. Commissioner Deborah Holbrook asked whether the Election Commission could remain at that location for more than one year; Mayor Foster said, "the agreement states there will be no issue for them to stay longer than a year if needed." The commission carried the motion without amendment.
Budget amendments and financial corrections: The commission approved a set of school-related budget amendments including a $4,560 State Special Education Preschool Grant (RES 04-2026-8), an $8,800 GEAR Up revision (RES 04-2026-9), a $31,000 State Early Literacy Tutoring Grant (RES 04-2026-10) and a $639,756.41 General Program School Fund allocation for safe and secure environments (RES 04-2026-11). Additional General Fund amendments authorized funding for county events, animal shelter donations ($10,000), sheriff vehicle maintenance ($20,000), EMS training supplement ($24,000), POST incentives ($46,400), a fire-department air compressor grant ($64,500), and opioid settlement receipts ($424,809) under RES 04-2026-12 through RES 04-2026-18. The commission also adopted RES 04-2026-19 acknowledging corrections to 2023–2024 fund balances for multiple county funds, including a General-Purpose School Fund balance correction of $18,547,217.
Finance and legal reports: Finance Director Jennifer Turner reported that county finance records are balanced with the County Trustee and that the quarterly reconciliation for January–March 2026 is complete; she reminded commissioners of an all-day budget meeting scheduled April 30 in the courthouse small courtroom. County Attorney Philip Burnett summarized several federal and local cases, saying the federal law-enforcement-related cases are progressing as expected and local matters are nearing resolution.
Administrative items and close: The commission elected a slate of notaries public by voice vote and adjourned at 6:31 p.m.
