Councilors discussed an agreement with Red Lion Solar that would allow solar installations under a contract reviewed by city legal staff. Erica, who reviewed the contract for the city, said she was satisfied that revisions addressed liability and insurance concerns; staff and the insurer requested several wording changes.
Council members identified two inconsistencies: an escalator clause that appeared as 2% in one section and 2.5% elsewhere, and invoice-payment language that listed both 10 and 45 days in different exhibits. The council voted to amend the authorization so the contract must show a 2% yearly escalator everywhere and 45‑day payment terms where applicable before the mayor signs. The amendment carried on roll call with Chad voting no.
Council also noted technical contract edits recommended by staff and requested the revised terms be returned in final contract form for mayoral signature.
