After the bids were read, a commissioner moved to "take the bids and give them to staff for further analysis and recommendation," the motion was seconded and carried. Commissioners did not award the contract at the meeting; they referred the package to county staff for review of qualifications, bonds and schedule considerations before any award decision.
County staff will review compliance with bid instructions, verify bid bonds and qualification materials, and return a recommendation to the commission. The commission’s referral preserves competitive integrity while allowing staff to check whether bid packages meet all required documentation.
