Jackson County adopts Supplemental Budget No. 3 to fund camera upgrades, juvenile project and new community justice grant

The Jackson County Board of Commissioners adopted Supplemental Budget No. 3 for fiscal year 2025–2026 during its June 10 regular meeting, approving reallocated and new appropriations across the Capital Projects, Central Services, Exposition Park, General, and General Road funds.
County Administrator Danny Jordan outlined the package and said the changes reassign existing General Fund resources and add new grant revenue to support specific projects. The Capital Projects Fund will receive $160,000 in adjustments, including the movement of $135,000 from the Central Services Fund to pay for camera server upgrades for the Courthouse, District Attorney and Corrections buildings, and $25,000 from reserves for engineering work on a planned Vacuum Sewage System Upgrade at the Juvenile Building.
In Central Services, facility maintenance projects totaling $200,194 were identified, including installation of air sensors in 12 libraries funded by the Jackson County Library District and renovation costs for Roads and Parks buildings. Net adjustments increase the County Administration Department operating budget by $65,194. The Exposition Park Fund will add $159,217 for a replacement sound system, pre‑opening consulting for a Multi‑Use Pandemic Response Center sports court and a PERS side account payment, funded through rental income, a General Fund transfer and fund balance.
The General Fund increase includes a $320,164 Criminal Justice Commission (CJC) grant to the Community Justice Department for the IMPACTS program, which county staff described as a collaborative effort among Community Justice, Health and Human Services, law enforcement and contracted behavioral‑health partners to provide needs assessments, pre‑release referrals, peer engagement and transition planning aimed at reducing jail bookings and increasing engagement with substance use and mental health services. The adjustment increases the Community Justice operating budget from $31,434,403 to $31,754,567.
The General Road Fund authorized use of contingency ($128,353) for remodel and repair costs to Roads and Parks buildings on Antelope Road; staff said this change does not alter the fund's total appropriations.
The Board opened a public hearing on the supplemental budget; no members of the public testified. Commissioner Randy Sparacino moved to approve Order No. 136‑26 as read; Commissioner Rick Dyer seconded. Both voted aye and the order was adopted. Commissioner Colleen Roberts was recorded as absent on the meeting attendance list.
The adopted adjustments will be reflected in fiscal year 2025–2026 appropriations and in related fund budgets as detailed in Order No. 136‑26.
