The Brooklyn Board of Finance voted May 6 to recommend that the Town appropriate $3,414,000 for upgrades and improvements to the municipal sanitary sewer collection system and to finance the appropriation by accepting a $520,000 United States Department of Agriculture (USDA) grant and a $2,894,000 USDA loan or by issuing bonds or notes not to exceed $2,894,000.
The resolution, introduced as part of the special meeting packet, specifies that the appropriation may be expended for site improvements, design and construction costs, equipment, materials, engineering, legal and financing fees, interest on temporary borrowings and related project costs, and that any other federal or state grants-in-aid received would be included in the appropriation.
Joe Bellavance explained that the USDA loan would be repaid by sewer ratepayers who are connected to the town’s system, and he cautioned that if the Water Pollution Control Authority (WPCA) were to dissolve or encounter problems, the Town would ultimately be responsible for the debt. Dave Lee moved to adopt the resolution as presented; Heather Allen seconded. After discussion the motion passed. Chair Sandy Brodeur said the board will forward the resolution to the Town ballot; the meeting minutes record that the item will go to the Town vote when the budget is considered on May 18, 2026.
