Selectmen discuss sewer contract, $10 million state repair application and new CIF grant request

First Selectman Joe Bellavance told the Board of Selectmen on May 5 that the town has been negotiating with Killingly Water Pollution Control Authority (KWPCA) over the town’s wastewater contract, which runs through December 2027. Bellavance said the town must establish a cap on anticipated future costs and that Killingly is pushing back on the town as the system faces “serious inflow and infiltration issues.”
Bellavance said the town has applied to the state for $10,000,000 in repair funds to address broken pipes and inflow/infiltration; he cautioned that whether the town receives that aid depends on state bonding decisions expected in late summer or early fall. "We have serious inflow and infiltration issues; basically, a lot of our pipes are broken," he said.
Separately, Bellavance said the town will work with NECCOG and its new grant writer to apply for an additional Connecticut Infrastructure Fund (CIF) grant of $2,000,000 to support WPCA projects.
The selectmen noted the WPCA will hold a special meeting after the BOS session. The board and staff discussed the need to set budgetary caps and to communicate potential rate impacts to residents if major capital work proceeds.
No formal contract change or vote on a cap occurred at the May 5 meeting; the discussion recorded direction to continue negotiation and to pursue grant and state funding options.
