The Board of Selectmen on May 5 approved a resolution to appropriate $3,414,000 for upgrades and improvements to the town's sanitary sewer collection system, financing the work with a $520,000 USDA grant and a $2,894,000 USDA loan or by issuing town bonds or notes up to $2,894,000.
First Selectman Joe Bellavance read the resolution before the board. "We put in an application with the USDA; the USDA is offering the Town $3,414,000 for upgrades and improvements to the Town’s Sanitary Sewer Collection System," he stated. Selectman Kayla Burgess moved to approve the resolution and Selectman Sherri Vogt seconded; after discussion the motion passed.
Board members asked about the effect on ratepayers. Vogt asked whether ratepayers had been informed about the future payment impact; Bellavance said the board would provide that information. Austin Tanner, speaking during discussion, answered technical questions raised by members and staff.
The USDA package listed in the resolution would combine a $520,000 grant with a $2,894,000 loan; the resolution allows the town to instead issue bonds, notes or temporary notes not to exceed $2,894,000 if that financing is chosen.
The action follows the town's broader effort to fix inflow and infiltration problems in the sewer system; Bellavance earlier told the board the town also applied for $10,000,000 in state repairs funding and awaits bond decisions likely later in the summer or early fall. The board said it will notify ratepayers about any changes to rates or assessments related to the project.
The board did not record a roll-call vote tally in the minutes beyond noting the motion passed.
